Consists in the power of locomotion, of changing situation, or moving one's person to whatever place one's own inclination may direct, without imprisonment or restraint, unless by due course of law. Next in importance to personal security. Violated by false imprisonment. The right forbids that a man be excluded from his country unless by sentence of law.
